发展自学考试事业 构建终身学习体系——天津自学考试回顾与展望

To Construct Life-long Learning System by Developing Higher Education Self-taught Examination:The Retrospect and Prospect of Higher Education Self-taught Examination in Tianjin

高等教育自学考试制度建立30年来,以其特有的优势和严格的质量管理,走出了一条具有中国特色的高等教育制度创新之路,在促进我国高等教育的大众化和构建终身学习体系方面做出了显著贡献。在新的历史时期,天津市自学考试工作坚持走改革创新之路,努力适应经济社会发展的要求,取得了一定的成绩。2010年,中共中央、国务院正式发布了《国家中长期教育改革和发展规划纲要(2010-2020)》,在新的形势下,自学考试要充分利用其独特的优势,发挥"学习成果认证"功能,建立"宽进严出"的学习制度。

The higher education self-taught examination system has created a new path for people in China to enjoy higher education in the past 30 years since its establishment.With its unique advantages and strict quality control,the higher education self-taught examination system has contributed a lot in promoting the popularization of higher education and constructing the life-long learning system in our country.In recent years,by adhering to the principle of reform and innovation and meeting the needs of economic and social development,Tianjin has made some achievements in promoting the development of higher education self-taught examination.In the new historical context with the official publication of The National Outline for Medium- and Long-term Education Reform and Development（2010-2020） by CPC Central Committee and State Council last year,we should make full use of the advantages of higher education self-taught examination system,bring into full play its role of certifying learning achievements and meanwhile set up a learning system with lenient entry requirements but a stringent exit standard.
