摘要
文章运用一种研究产业集群竞争力的分析工具——GEM模型,从"资源"、"设施"、"供应商和相关企业"、"厂商结构和战略"、"本地市场"、"外部市场"六个影响因素对哈大齐地区服务外包产业集群竞争力进行实证分析,总结了该产业集群竞争力的优势和劣势,从而得出哈大齐地区服务外包产业集群竞争力在全国处于中游水平。在上述研究的基础上,从政府,行业协会、企业三个层面给出了进一步提升该产业集群竞争力的对策和建议。
Using the GEM model as the analysis tool, this paper analyzes the competitiveness of service out- sourcing industrial clusters of Harbin - Daqing - Qiqihar district from six aspects -- resources, facilities, suppliers and related businesses, manufacturers' structure and strategy, local market, and external market, summarizes the strengths and weaknesses of industry cluster' s competitiveness so as to get the conclusions: the competitive- ness of service outsourcing industrial clusters of Hadaqi industrial corridor is at the middle level in the home mar- ket. Based on the above -mentioned study, this paper provides the countermeasures and proposals from three as- pects-government, industry association and enterprises, which will enhance the competitiveness of service out- sourcing industrial clusters of Harbin - Daqing - Qiqihar district.
