贸易开放、FDI和环境污染治理——以工业废水治理为例

Trade Openness,FDI and Environmental Pollution Treatment——A Case Study of the Industrial Wastewater Treatment

在经济全球化和环保理念的推动下,贸易开放对环境的影响已成为近年来较为热门的议题,然而以往的文献却仅集中于分析贸易开放对污染物排放量的影响,而忽视了对污染治理的影响。本文则着眼于分析了贸易开放和FDI对污染治理的影响,通过模型分析发现贸易开放和FDI能通过影响产品价格和资本利率对污染治理产生影响;并且利用工业废水治理数据通过实证发现进口贸易会提高污染治理水平,而出口贸易和FDI则会降低污染治理水平。针对理论和实证研究所得的结论,本文也提出了相应的政策建议。

Under the impetus of the concept of economic globalization and environmental protection, the influence of trade openness on environment has become quite a hot topic in recent years, but previous literatures has only focused on the analyzing the influence of trade openness on pollution emissions, while ignoring the pollution treatment. In this paper, we focus on analyzing the influence of trade openness and FDI on pollution treatment, we find trade openness and FDI can influence pollution treatment through product price and capital interest by our model;we also use industrial wastewater treatment data to do empirical research,and find that import trade will improve pollution treatment but export and FDI will depress pollution treatment. Based on the conclusion of theoretical and empirical studies ,we also put forward corresponding policy recommendations in this paper.
