要实现良好的社会管理,主要依靠人民群众的自我管理;而要实现人民群众的自我管理,最重要的是建立良好的财产权制度,达到"有恒产者有恒心";而在财产权制度中,土地财产权制度居于主导和核心的地位。只有人民群众自我管理失灵,才能辅以必要的行政管理。

This paper points out that achieving good social management mainly relies on people's self-management;while in order to achieve the people's self-management,the most important thing is to establish a good system for property rights,and reaching the object of ' If they have a certain livelihood,they will have a fixed heart'.Land property right system occupies the dominant and core position in property right system.It argues that only the failure of the people's self-management can the necessary administration be complemented.
