Discussion on New System and Mechanism of Provincial-level Geological Exploration

在省区级地质勘查新体制、新机制的构建中,要充分重视行政机制和市场机制的本质区别,有效克服行政机制的弊端对地质勘查产业带来的不利影响,以"规划先行、队伍衔接、基金跟进、多元勘查、循序突破"为基本原则与国家级地质勘查新体制、新机制进行对接及配合。

This paper offers that in the process of establishing new system and mechanism of provincial-level geological exploration,we should give full attention to the essential difference between administrative mechanism and market mechanism;effectively overcome the adverse effects of the shortcomings of administrative mechanisms on the geological exploration industry;connect with and coordinate with new system and mechanism of national geological exploration based on the principle of 'planning first,connection of the team,fund following,diversified exploration,and sequential breakthrough'.
