民族地区碳排放效应分析与低碳经济发展

The Analysis of the Effect of Carbon Emissions and the Development of Low Carbon Economy in the Ethnic Minority Regions

本文综合考虑民族地区工业化水平、碳排放总量及人均碳排放量、碳排放强度等指标,并与全国及发达地区进行比较,明确了民族地区低碳经济发展的现实状况;运用LMDI分解模型,从经济规模、碳排放系数、能源利用强度、经济结构对影响民族地区低碳经济发展的因素进行了分析;以东部发达地区为参照,对其碳减排效果进行了评价;对新时期民族地区低碳经济发展的制度创新提出了建议。

The paper discovers the development of low Carbon economy in the ethnic minority regions by comprehensively investigating the level of the industrialization,the total and average amount of Carbon emissions and intensity of the Carbon emissions;furthermore,analyzes the factors which influences the development of low Carbon economy in that areas from economic scale,the index of Carbon emissions,the intensity of using energy and economic structure by employing LMDI decomposed model;in addition,evaluates the effect of the Carbon emission reduction in contrast with eastern developed regions.On the basis of the study above,the paper puts forward suggestions about the renovation of system in the development of the low Carbon economy in the new age in the ethnic minority regions.
