执法检查是检验立法质量的有效途径。执法检查报告向人大常委会提出完善法律法规的建议,对于完善立法起到重要作用。应该总结经验,建立与加强执法检查发挥作用的长效机制,使得执法检查成为修改完善现行法律的有效途径。

Law enforcement inspection is an effective way to test the quality oi legislation. Inspection report to the Standing Committee which puts forward a sound proposal plays an important role in improving legislation. We should sum up experience, establish a long- term mechanism to promote the role of law enforcement inspection, and make it an effective way of revising and perfecting existing laws.
