摘要
现阶段我国覆盖城乡的公共文化机构网络基本形成。借鉴国际上普遍应用的政府管理工具——绩效评估,以公共文化机构建设、管理及服务的绩效评估作为切入点和抓手,以公众满意度、文化价值功能及社会效益的实现程度作为绩效评估的核心,构建公共文化机构绩效评估框架,探索形成公共文化服务常态化、制度化、优质化的工作机制和管理模式。
At present,the public cultural institutions network which covers the urban and rural has basicallyformed.The article draws on the universal application of the government management tools – PerformanceEvaluation: to take the performance evaluation of the construction,management and service of the public cultural institutions as a starting point and grasper,take the public satisfaction,cultural value function and the realization degree of the social benefits as the core of the performance evaluation.The paper thus constructs the performance evaluation framework of the public cultural institution,explores to form the normal and institutionalized and high quality operating mechanism and management model of the public cultural service.
