Establishing Non-punitive Voluntary Safety Reporting System,Constructing a New Safety Information Collection Mechanism

现有安全管理中信息收集机制,对安全信息的有效收集存在一定阻碍,影响安全管理决策。为了收集到真实、全面的信息,遵循海因里希法则、冰山理论,建立了安全无惩罚自愿报告系统。该系统以建立Reason模型和人为差错分析与预防综合框架(HFACS)为基础,综合收集并评价安全信息,支持安全管理决策,取得了显著的效果。

In view of the obstruction of safety information collection and the effect of safety management decisions which caused by current information collection system in safety management,comply with Heinrich theroy and iceberg theory,a Non-punitive Voluntary Safety Reporting System was established to collect complete and truthful information. On the basis of Reason Model and Human Error Analysis establishment and Integrated Framework prevention,by being comprehensive collection and evaluation safety information,supporting safety management decision,marked achievement have been obtained.
