"十一五"规划纲要提出将节能减排指标作为重要约束性指标以来,节能环保的统计数据得到各级领导的高度关注,同时在企业内部管理上对节能环保数据信息的需求也在不断增加。"十一五"期间,上海铁路局节能环保统计信息化水平不断提升,统计信息系统不断完善,形成了具有自身特色的节能环保统计体系,信息化建设在铁路局节能环保统计工作中起到了至关重要的作用。

Since the eleventh five year plan proposes the energy-saving and emission reduction index as important binding index,the statistics of energy saving and environment has gained much attention from leaders at all levels,at the same time,the demand on statistics from the enterprise management level become more urgent.During the eleventh five year period,the informationalization level of statistics information on energy saving and the information system have improved,forming a statistics system with its own characteristics.
