摘要
相对于日益完善的企业职工社会养老保险制度而言,事业单位现行制度的改革进程有所滞后,这不仅阻碍劳动力资源的合理流动,更加重国家财政负担,成为我国构建和谐统一的社会养老保险体系的制约瓶颈。本文采用分层随机抽样方法对陕西省西安市事业单位进行问卷调查,基于个体因素的视角,系统分析事业单位工作人员参加社会养老保险的意愿及其对养老保险缴费率、替代率、计发方式和管理体制等制度要素的改革期望,并参照企业职工社会养老保险实践的成熟经验,提出符合事业单位工作人员主观意愿、满足制度改革客观需要的对策建议。
As to the increasingly systematical enterprises' endowment insurance system,the development of government-sponsored institutions' social endowment insurance system is relevantly slow.It not only influences the regular mobility of labor force,but also adds national financial burden,therefore,becoming the restrictive bottleneck in the constructing process of the harmonious and unified social endowment insurance system.This paper based on the random sampling investigation data of Shaanxi's government-sponsored institutions,systematically analyses the will of employees to participate in social endowment insurance,and the expectation towards the contribution rate,pension replace rate,provision and management pattern.Referring to the operation experiences of the existing enterprises' endowment insurance,this paper puts forward specified advises meeting both subjective wills of employees and objective needs of regulation reformation.
