通过对土地非农化进程中的土地政策问题进行分析,为解决当前农村土地征收、转让和产权等制度性问题提供相关对策,从而推进城镇化建设和新农村建设。

By analyzing the problems of land policy in the stage of non-agriculture, this paper puts forward measures to solve policy problems of land acquisition, assignment and property fight land so as to upgrade the urbanization and speed up the new rural construction.
