On Equalization of Public Service of Pre-School Education and Government Management Innovation in New Era

摘要 学前教育是中小学教育的基础,是终身教育的奠基阶段。随着城乡二元结构及经济社会的深入发展,国家对学前教育的配备与社会需求的匹配不对应,导致"入园难,入园贵"问题尤为凸显,这对服务型政府提出了严峻考验。文章结合当前中国学前教育发展的实际情况,阐明实现学前教育均等化的必要性,梳理总结学前教育公共服务不均等的主要表现,进而探讨如何通过政府多维度、多渠道的创新管理实现学前教育公共服务的均等化。 Pre-school education is the basis of primary and middle school education and also the foundation of life-long education.With the further development of double urban and rural structure and social economy,the facilities provided by government cannot match the demand of society and therefore it's hard to find kindergartens and meanwhile the tuition is very high,which becomes a huge challenge to the service-oriented government.The paper,based on the current development of pre-school education in China,illustrates the necessity of the realization of the equalization of pre-school education and summarizes the problems caused by inequality of public service in pre-school education in order to further explore how to realize the equalization of public service in pre-school education through government's management innovation by multiple channels and methods.
