Concept Framework of PEIA Index System Integrated with Circular Economy Theory

循环经济理念融入规划环境影响评价最直接、有效的切入点是指标体系。从社会-经济-自然复合生态系统的视阈分析了循环经济的基本理念,并以"驱动力—压力—状态—影响—响应"模型为骨架,建立了融入循环经济理念的规划环境影响评价指标体系框架。利用该框架对城市总体规划和工业规划的环境影响评价提出了可借鉴的评价指标。应用表明该框架不但融入了循环经济理念,而且具有广适、灵活、简易等特点。

The index system of plan environmental impact assessment （PEIA） can be the most convenient point of integrating circular economy （CE） theory into PEIA. In the horizon of social-economic-natural complex ecosystem, basic ideas of CE are analyzed. Then a concept framework of PEIA index system integrated with CE theory is set up on the base of DPSIR model, and with this framework, EIA index examples of urban master plan and industrial plan are put forward. It is showed that the framework is not only integrated with CE theory, but also widely applicable, flexible and easy to use.
