水利改革发展的低碳经济效益

Benefits of Low-Carbon Economy of Reform and Development of Water Resources

2011年中央1号文件指出:"水是生命之源、生产之要、生态之基。"水利不仅是现代农业建设和经济社会发展的首要条件和基础支撑,同时也是生态环境改善不可分割的保障系统。加快水利改革发展,在促进经济社会发展,保障防洪安全、供水安全、粮食安全的同时,也带来了包括低碳效益在内的巨大的经济和生态环境效益。从农田水利建设、水源工程建设、水系生态建设、水能资源开发四个大方面,中小河流综合治理等十几个小方面,论述了水利改革发展在低碳经济效益方面的重要性和意义,分析了水利改革发展的低碳经济效益的实现途径,建立了水利改革发展的低碳经济效益的评价方法,为进一步加快水利改革发展和低碳水利发展提供了理论基础。

The 2011 No.l Document of CPC stated that： ＂water is the origin of life, key factor of agricultural production, and basis of ecosystem.＂ Water Resources is not only the key factor for socio-economic and agricultural development, but also the guarantee system for protection of ecosystem and environment. Accelerating the reform and development of water resources will contribute to promoting economic and social development, protecting of flood safety, water safety, food security, as well as generating a low-carbon benefits. In this paper, the construction of farmland water conservancy, water project construction, ecological construction of water resources, development of water power resources are first analyzed. The importance and realization of reform and development of low-carbon economy are discussed. Methodology for assessing the benefits of low-carbon economy of reform and development of water resources are developed, which would contribute to providing theoretical basis for further accelerating the reform and development of water resources.
