低碳城市是全球未来城市发展的新目标,是旅游城市转型发展的新方向。张家界是国内外知名的旅游城市,作为全国首批旅游综合改革试点城市,在"转方式、调结构、促发展"的大背景下,应把高绿低碳城市建设作为张家界市经济社会转型发展的重要战略突破口,积极探索发展低碳经济、建设实现低碳交通与建筑、倡导低碳消费理念与模式、构建低碳公共服务体系,打造绿色低碳宜居宜游世界旅游目的地。
