Thoughts on Construction of China's Environmental Insurance System

环境保险制度应该被视为一套关于环境保险的设置、运作和落实的整体机制。它以环境保险这一险种的设置为前提,目的是要很好地使环境保险充分发挥其设计初衷,有效地激励或敦促被保险人预防或减少环境污染事故,在污染发生之后为受害人提供适当及时的救济,将环境污染事故的危害降到最低。

Environmental insurance system should be considered as a set of environmental insurance, operation and implementation of the overall mechanism. It＇s based on the insurance of environmental, the purpose is to make full use of the environmental insurance which is designed, effectively encourage, or urge the insured to prevent or reduce environmental pollution. It gives the appropriate and timely relief to the pollution victims, and minimizes the harm of environmental pollution accidents.
