阿拉山口口岸站货运安全问题的分析及对策

Analysis on Freight Traffic Safety of Alataw Shankou Port Station and Its Countermeasures

针对阿拉山口站货运作业中存在散堆装货物超载、成件小包装货物超载、集装箱偏载等问题,提出严格执行作业流程,约束和规范装载机械司机的操作行为,消除监控盲区,建立抽检制度、建立超偏载检测装置故障停用应急机制,建立装车前对货件标重检斤的制度,约束国外发货人的行为,保证货物装箱质量等保障货物运输安全的对策。

Aiming at the problems of bulk cargo over-loading, small packet goods over-loading and containerunbalanced loading existing in freight traffic ofAlataw Shankou Station, this paper puts forward the countermea-sures on ensuring freight traffic safety, including establishing strict operation process; standardizing the driveroperation of loading machine; eliminating blind area of monitoring; establishing the example inspection systemand fault emergency stopping mechanism for over-loading and unbalanced load inspection device; establishinga weight inspection system for goods before loading; restricting action of foreign consigners and ensuring thegoods encasement quality.
