农村城镇化:国外实践与我国新型城乡形态发展设想

Rural urbanization:foreign practice and its implication on the development of new urban and rural pattern in China

农村城镇化在发达国家已经取得了诸多成功经验,韩国、法国、日本等国家在农村城镇化进程中分别采取了不同的政策,这些方法归纳起来就是:政府发挥主体作用、强化农业基础地位、夯实农业基础设施、适度进行农民培训。但是我国的农村城镇化还存在着这样或那样的问题,主要表现在:农民没有诚意合作、村民行为急功近利、只重形式不重内容等。实际上新型城乡形态下的农村城镇化应有如下新表现:由外到内追求时尚、目标选择由浮到静、村庄格局更加严整、在传统中渗透现代、完善居民创业平台,等等。

Rural urbanization in the developed countries has made many successful experience. South Korea, France and Japan took different policies in the process of rural urbanization, and their methods are summed up as follows： the government plays the main role, strengthening the basic status of agriculture, laying solid agricultural infrastructure, and appropriate farmer training. But China＇s rural urbanization has various problems ： lack of farmers＇ sincere cooperation, villagers＇ behavior aiming at quick success and instant benefits, importance attached only to form rather than content. The new urban and rural pattern rural urbanization should have the followingrepresentation ： pursuit of fashion from appearance to inner traits, target choice change from frivolous to static, village more in neat formation, infiltration of modem elements in the traditional pattern, improvement of platform for residents to start business, etc.
