Mining investment environment from legal perspective in Ethiopia

埃塞俄比亚矿产资源丰富,但勘查、开发程度低,为了改善矿业投资环境,鼓励矿业开发,并确保矿业和环境的可持续发展,埃塞俄比亚政府通过发布法律政策,改善矿业投资环境。文章通过对埃塞俄比亚政府对与矿业投资有关的投资管理部门、矿业主体、投资领域范围、投资方式和投资额、关税和税收以及优惠政策、矿业权证以及外汇政策和其他保证进行分别描述,以说明埃塞俄比亚矿业投资环境。

There is rich mineral resources in Ethiopia, but it is a low degree of the eoploration and development. In order to im- prove the mining investment environment, encourage mining development, and ensure the sustainable development of mining and the environment, the government of Ethiopia publishes laws and policies to improve the environment of the mining investment. It is intro- duced the mining investment policy of ＂Investment Proclamation No. 280/2002＂ and its subsequent amendments and ＂A Proclamation to Promote Sustainable Development of Mineral Resources No. 678/2010＂ in the paper, which illustrates the mining investment envi- ronment of Ethiopia. In this paper, the author introduces the investment management department, the subject of mining, the investment scope, investment patterns and amount of capital investment, customs duties and taxes and incentives, permits and mining rights, and foreign exchange policy and other guarantees, explaining the mining investment environment in Ethiopia.
