摘要
沿海11省市是我国发展海洋经济的试验田,海洋经济的全面推开需要海洋科技人才的支撑。伴随着海洋产业集聚规模化,海洋科技人才集聚呈现区域分布非均衡性特征。以海洋产业为主导,融合教育、科研、经济及生活环境等评价要素构建立体化评价体系对沿海11省市的海洋科技人才集聚力进行综合评价,依据集聚力排序将评价目标划分为强、中、弱三类地区,从地缘优势角度提出集聚力强弱地区的联动互补策略,为地方政府的科学施政提供精确化参考。
The 11 coastal provinces in China are experimental fields of the development of marine economy which requires marine science and technology talents. As marine industry cluster expands its scale, the distribution of marine science and technology talents are tound to be unbalanced among regions. This paper endeavors to make a comprehensive evaluation of the marine science and technology talents in the coastal 11 provinces by establishing a multi-dimensional evaluation system which features marine industry as the dominant industry while including other elements such as education, scientific research, economic and living environment. The evaluation targets are divided into three levels--strong, medium and weak--according to their respective agglomeration. From the perspective of geographic advantages, we put forward a complementary interaction strategy for the strong and weak agglomeration areas, hoping to provide accurate reference to local governments' scientific policy formation.
