成都统筹城乡改革中的权利倾斜性配置

On the Favorable Allocation of Legal Rights in Chengdu's Urban and Sub-urban Reform

成都统筹城乡改革所涉及的方面较多,文章围绕统筹城乡改革重点内容的权利倾斜性配置,从土地流转、户籍改革、就业和社会保障出发,对成都统筹城乡改革中权利倾斜性配置相关对策行为与未预期后果进行分析。针对改革中存在的道德风险、生存风险及效率问题,找出在此过程影响权利倾斜性配置的关联主体、改革周期、利益保护方式等因素。最后,针对上述分析,结合利益关联主体的种类、利益关联者的对策行为、各级政府的干预困境进行梳理,以期避免在改革中出现一味倾斜于农村居民的权利配置方式。

The urban and sub-urban reform in Chengdu involves many aspects.This paper centers on the legal rights in Chengdu urban and sub-urban overall reform by analyzing land transfer,household registration reform,employment and social security,as well as construing the expected result of the reform and response for the policies.Aiming at the moral hazard,survival risk and the efficiency,this paper tries to find out the related main body,reform period,methods of interests protection and other factors in the process on the propensity distribution.Finally,based on all the above analysis,combining with the kinds and the response of interests＇ main body and the governments＇ interventions dilemma,the paper also warns that we should avoid being blindly partial to the rural residents in the propensity distribution.
