论南京国民政府初期对外籍医师的监管

Management of Foreign Doctors during Republic of China:1927-1937

近代来华外籍医师数量颇众,且成分复杂,良莠不齐,给民众生命带来一定的危害,并引起华、洋医师的同业竞争。中国医界认为外籍医师来华危害民命,有损利权,妨碍新医。为救济民命,挽回利权,保障业务,中国医界发出了对外籍来华医师加强管理的呼声。南京国民政府的最初十年,采取了一系列措施对外籍医师进行规范,但在治权不完整的处境下,其成效甚为有限。

In modern time, a large number of foreign doctors came to China for business. Among them, many doctors had a low level. Chinese medical community believed that foreign doctors in China had harmed the life of people and damaged medical right, hindered the development of new medicine in China, so they appealed to government for the active management of foreign doctors. From 1927 to 1927, the government and Chinese medical community took a serial of measures to administering foreign doctors. However, the effectiveness of these measures was limited.
