埃切维里亚执政时期(1970—1976),墨西哥的对外政策从"孤立主义"传统外交转向多元化外交。埃切维里亚的外交政策具有双重性:一方面,它是第三世界主义的、民族主义的,口头上反美的;另一方面,它寻求美国的理解、追求墨美友好,以争取美国增加投资。埃切维里亚的对外政策充分体现了发展中国家在现代化过程中面对动荡的国际体系时的脆弱性,以及在现代化进程中为实现独立和发展的目标所作出的努力。
During the Echeverría administration, Mexican foreign policies transformed from traditional isolationism to active and dramatic expansion in international interactions. The foreign policy under Echeverría is of duality. On one hand, it was nationalism, and advocated the ideology of the Third World and anti-America;on the other hand, Echeverría pursued a friendly relationship with this northern neighbor to attract more American investments. This foreign policy fully demonstrated the vulnerability of developing countries in the modernization process when faced with international system upheaval and the efforts they made to realize the objects of independence and development.
