河道总督是清代河政实施的中心枢纽,也是清代治河行政体系中最重要的一个政府环节。清代河道总督一职的设置变更频繁,因此,对其历史沿革进行详细梳理非常必要。同时,频繁的制度变更状况说明清政府面临着一个无法回避的难题,即河道总督的设置面临着通筹全河与分区治理的两难。

As an important administrative department,River governor was the most important River-control station of the Qing Empire's River-control system.In Qing dynasty,Qing government adjusted the limits of River governor's functions and powers frequently,so it is necessary to combing the historical Evolution of Qing Empire's River governor.Moreover,the frequent alteration of River-control system emerged an inextricable conflict between the Unified Management and the regionalized management in controlling the Yellow River.
