Adenauer and Formation of Heter Plan in the Initial Phase of the Second Berlin Crisis

第二次柏林危机初期,为了与苏联就柏林和德国问题进行谈判,以美国为首的西方阵营就统一的谈判立场进行了磋商,"赫脱计划"就是磋商的产物。这一计划的思想源头来自联邦德国政府内部,并在阿登纳的干预下,进行了一系列修改。由此可见,冷战时期,盟国的利益、态度是影响美国外交决策的重要因素。

In the initial phase of the Second Berlin Crisis,the Western Allies headed by the U.S.discussed their negotiation standpoint on unification in order to negotiate about the problem of Berlin and Germany with Soviet.Heter Plan was the outcome of the discussion.Its idea came from the inner of Federal Republic of Germany administration.Owing to Adenauer’s interference it was amended in many aspects.Thus it can be seen that during the Cold War,the interest and attitude of allies were the important factors of impacting on American foreign policy.
