摘要
本文将我国高考加分政策的历史演变划分为优先录取、降分录取以及加分录取三个阶段,梳理了高考加分的三种论调:维持论、废除论与规范论,并对谁应该成为高考加分的对象、高考加分应以多大幅度为宜以及谁有权制定高考加分政策等三个问题进行了探讨。笔者认为制定高考加分政策是不得已而为之的做法,应慎之又慎,决不可随意制定出台新的高考加分政策,理想的社会应该不存在任何高考加分政策。
The author divides the historical evolvement of extra credit policy into three different stages: preferential admission, lower qualification and extra credit, and summarizes three current opinions on the policy: to maintain, to abolish or to standardize the policy. Discussions are provided on three aspects:who should be the beneficiary of the policy, the range of extra credit and who has the right to constitute the policy. The author also discusses the disadvantages of the policy and concludes that it should be implemented by caution. No more new policy of the like should be constituted at will in highly developed society.
