公共性是政策的核心价值,是保证政策合法性、权威性的关键因素。公共性丧失是政策过程常见的现象,所以如何规范政策公共性是应当关注的问题。

Popularization is the core value of a policy; it is the key factor to ensure the legalization and authority of the policy. The lack of popularization is a common phenomenon in policy making process; therefore how to regulate the popularization of the policy is the problem deserving attention.
