The Formulation and Implementation of Contingency Plans——Take 2008 South China Snow Disaster as an Example

应急预案的编制与实施,是我国各级政府应对和解决各种公共突发事件的重要举措。面对2008年我国南方大部分地区遭受了罕见的低温雨雪冰冻灾害,各级政府相继启动应急预案,并保证应急预案的成功实施,为取得抗灾救险的胜利奠定了坚实的基础。但是,反思政府在应急预案的编制和实施方面的问题,无疑有助于增强我们的政府提高应对突发公共事件的能力。

From the end of January to early February in 2008, most parts of southern China had suffered a rare low-temperature freezing disaster of rain and snow, which severely affected the transportation, production and daily life in certain areas. Governments at all levels had launched emergency plans, and ensured the successful implementation of plans to achieve the victory of disaster recovery. However, reflecting on problems concerning the formulation and implementation of contingency plans will undoubtedly help our government to increase the capacity to deal with public emergency incidents.
