中国《国家经济安全法》范式研究

Paradigm Researches in Chinas' National Economic Security

中国国家经济安全内涵的理解和定位是:通过加强自身机制的建设,使中国经济具备国家抵御外来风险冲击的能力,以保证中国经济在面临外在因素冲击时能继续稳定运行、健康发展。相应的,中国《国家经济安全法》应当由经济安全监测预警系统、经济安全日常保障系统和经济安全应急管理系统等方面内容构成。这三个系统分别着力于不同的阶段,构成完整的经济安全保护网络。

The understanding and orientation of Chinas' national economic security is to strengthen its own mechanism construction so that China's economy is enabled to withstand external risks the result of which is that Chinas' economy can continue to operate stably and develop healthily in the face of external shocks.Accordingly,China's National Economic Security should consist of the monitoring and warning system of economic security,the daily security system of economic security and the emergency management system of economic security.The three systems are integrated in different stages and form a complete network to protect the economic security.
