县级政府作为我国行政建制中最为稳定的一级行政单位,在我国政治体制中发挥着重要的作用。县级政府数量众多,直接面对服务对象,其职能实施的如何直接影响着社会的安定和国家的长治久安。机构是职能实施的载体。设置科学、运行顺畅、职权明确的政府机构是政府职能实施的前提。县级政府机构的设置应以职能设定为基础,遵循科学化、规范化、法制化的要求,适应信息化的特点,向"大部门、少机构"的模式发展。
