行政责任是行政法学研究的重要内容,国家赔偿仅仅是行政责任的一种表现形式,而不是行政责任的全部。从系统功能的角度来看,行政责任不是"义务"、"结果"或是"制裁",而是伴随行政行为的发展不断变幻形式、逐步明确的过程。并且不同的责任形式并非是线性发展的,而是前后关联,内外互动。从总体上说,行政责任本身也不是行政过程的终结,而是循环重复发生的行政过程中的一个中继环节。

Administrative liability constitutes a major part of administrative jurisprudence.State Compensation indicates part of rather than the integrated administrative liability.In the systemic functional perspective,other than the 'obligation','consequence'or'sanction',administrative liability is a constantly diversified yet increasingly specified process accompanied by the development of administrative conducts.Further,the various types of liabilities are developing in an interactive and correlated pattern rather than in a linear way.Generally speaking,administrative liability does not conclude the repeatedly circulated administrative process but acting as its intermediate stage.
