日本国立大学法人化改革及其启示

Reform of Japanese National University Legal Status and Its Enlightenments

2004年启动的由文部省直接领导的以大学法人化为核心的日本国立大学改革,使日本国立大学在经营方式、社会参与度、人事制度以及评价制度上发生了重大变革。但是由于对教育的特殊性认识不够和对教育改革的时机把握不好,没有完全达到改革的预设效果。这对中国教育改革与发展具有一定的启示。

Japanese national university reform with the core of university legal status which started in 2004 and led directly by the Ministry of Education made national university undergo great changes in the operation,social participation,personnel system as well as the evaluation system.However,due to the lack of understanding of special education and can not grasp opportunity of the education reform time,the reform did not fully meet the expected effects.It gives great inspiration to Chinese education reform and development.
