面向土地整理的项目尺度耕地质量评价

Evaluation of land consolidation oriented cultivated land quality at project scale

土地整理对耕地质量有着复杂而深远的影响,开展面向土地整理的项目尺度耕地质量评价,对于从质量上实现耕地占补平衡,维护国家粮食安全有重要意义。该文在分析土地整理对耕地质量影响的基础上,构建了面向土地整理的项目尺度耕地质量评价指标体系,提出了相应的评价方法和综合评价模型,以泰安市岱岳区3个国家级土地整理项目为例进行了耕地质量的评价应用。结果表明,项目区耕地质量总体偏低,整理后3个项目区耕地质量均不同程度提高,其中下港乡土地整理项目(LCP2)提高的幅度最大;整理前后3个项目区耕地质量的排序没有发生变化,说明本底质量对耕地质量起着基础性作用,难以在项目期内根本改变。该研究取得了理想的评价结果,提供了项目尺度耕地质量评价的有效方法,可为耕地占补质量平衡提供科学依据。

Land consolidation has complex and far-reaching impacts on cultivated land quality.Therefore,it is very important to develop land consolidation oriented cultivated land quality evaluation at project scale for the dynamic and qualitative balance of cultivated land,and for the safety of food supply.Considering the impacts of land consolidation on cultivated land,the paper established the evaluation index system,proposed evaluation method and comprehensive model for land consolidation oriented cultivated land quality.Taking three national land consolidation projects of Daiyue County,Shandong Province as examples,the application of cultivated land quality evaluation were carried out.The results indicated that the overall cultivated land quality within land consolidation projects was lower,while all of them increased in different degree after land consolidation,and the Xiagangxiang project(LCP2)had the most increased extent.The order of the integrated scores before and after land consolidation of the three projects did not change, showing that the background quality was the foremost deciding factor of cultivated land quality and it is hard to be improved radically within the short period of land consolidation project.The study derived desired results,provided an effective method for project scale cultivated land quality evaluation,and will provide scientific basis for dynamic and qualitative balance of cultivated land.
