农用地等级价成果在征地区片综合地价测算中的应用

Application of agricultural land classification,gradation and valuation in valuing integrated price in a section demarcated for land expropriation

在分析农用地分等、定级、估价和征地区片综合地价关系的基础上,构建综合分值模型法,探讨基于农用地等级价体系的征地区片综合地价测算方法及实际应用模式,并进行试点检验。研究结果表明,农用地等指数、农用地定级指数及征地区片综合地价三者之间存在着一定的相关关系,农用地等级价成果可以应用于征地区片综合地价测算的区片划分、价格测算中,在农用地分等定级工作比较扎实的地区,通过分值模型法进行征地区片综合地价的测算可以节约大量人力、物力与财力,且得出的结果更为真实可靠,能够满足实践应用的要求。

By probing into the relationship between indexes of agricultural land classification,indexes of agricultural land gradation,benchmark price of agricultural land and integrated price in a section demarcated for land expropriation, this article attempts to verify and establish the correlations among them.Basing on the correlations,it develops a synthetic indexing method with the indexes of agricultural land grades and benchmark price of agricultural land as the main variable to calculate the integrated price in a section demarcated for land expropriation.The method is then validated by an empirical study in a pilot project.Results from the pilot project show that the achievements of agricultural land classification,agricultural land grades and benchmark price of agricultural land can be used to compartmentalize the section for land expropriation and to calculate integrated price..The method is beneficial in increasing the efficiency and reducing the cost in the process of valuing expropriation compensation on agriculture land, especially in regions where the result of agricultural land classification and gradation is correspondingly preferable.
