Suitability evaluation of construction land development in Sanming City of Fujian Province

摘要 土地适宜性评价是土地利用规划的基础和依据。对于耕地和基本农田的保护,国家土地管理部门已经制定了农用地分等定级规程对其进行评价。该文的焦点集中于建设用地的开发适宜性评价,为控制建设用地的增长提供依据。文章在对土地作为建设用途开发限制因素和限制程度研究的基础上,提出一套基于图层分析的建设用地开发适宜性评价的基本框架、方法、步骤和指标体系,并应用于三明市土地利用总体规划前期研究工作中。绘制形成土地自身因素、社会经济因素、环境因素和政策因素分别对应的四张评价图,最后进行综合评价,形成建设用地开发适宜性评价图,并应用于具体规划管理实践,取得较好的效果。而对成果的具体应用还需要加强实地的勘察核实。 Land Suitability Evaluation is the foundation and basis of carrying out land use planning and regulation.To protect cultivated land and basic farmland,the land administration department of China has already made regulations on classification and gradation for farming land and is set about to do so.This article focuses on the suitability evaluation of construction land development,which can offer the basis to control the construction land increase.A set of basic framework,method,procedure and index system for suitability evaluation of construction land development using image layer analysis are proposed on the base of study in restrictive factors and degrees when land is used with construction purpose.The evaluation method and index system are applied to previous work of General Land Use Planning in Sanming City of Fujian Province,rendering four assessment maps corresponding with self-factors of land, socioeconomic factors,environmental factors and policy factors.With a comprehensive evaluation at last,a construction land development suitability evaluation map of Sanming City is formed.It has received good results when applied into concrete planning practice,but to the concrete application,spot investigation and verification are still need to strengthen.
