在电力体制改革中,电价改革是最为核心的内容.本文通过对两部制上网电价分析和研究,指出了两部制上网电价的特点和优势,提出了我国上网电价的改革方向———采用两部制上网电价,即将上网电价分解为容量电价和电量电价两部分,同时对边际成本法应用于制定两部制上网电价进行了研究,论证了这种方法的合理和可行性,表明其能够促进行业的公平竞争,合理引导电厂建设和调节用电模式.

During the reform of electric power,the change of electricity price is of great significance.Based on the analysis and study on the two-system internet electricity price,the paper points out the advantages and disadvantages of it and offers a direction about the reform of internet electricity price — two system internet electricity price,that is to divide internet electricity price into two parts:one is capacity price,the other is quantity price.Furthermore,the application of marginal cost to two system internet electricity price has been studied,the results show that this method is reasonable and practical,which can promote the equal competition between industries and lead the building of power plants rationally and regulate the models.
