林业生态工程实施中道德风险产生的根源及其防范

Root-study and Preventions on Moral Risks of Forest Ecological Projects

近些年来,我国林业生态工程建设取得了积极的效果,但在实施中也暴露出一些问题,其中道德风险就是比较突出的问题之一。由于林业生态工程的复杂性,该文仅以中央与地方政府之间的委托代理关系为例,剖析委托-代理过程中道德风险产生的根源,并提出相应的防范措施,以提高公共工程的投资效率,保证工程健康顺利发展。

In recent years,positive efforts have been gained through forest ecological project in China.But there are also some problems been found,one of which is moral risks.Because of the complexity of the project,this paper takes entrust-act relationship between the central and local governments as a case,studies the reasons for moral risks in the process of entrust-act,and brings forward relevant measures for preventions to improve the efficiency of public projects investment and keep the projects develop in their ways.
