巡警如何劝解和制止在公共场所发生的民间纠纷

发生在公共场所的民间纠纷,近几年呈逐年大幅上升的趋势。实践证明,如果对民间纠纷预防、调解、处置不力,将会给社会治安和公共安全造成很大危害。巡警作为活动在公共场所维护社会治安和公共安全的主要力量,在发现、劝解和制止民间纠纷方面发挥着关键性的作用。笔者从研究民间纠纷的性质、特点、发生以及发展规律入手,着重分析劝解和制止民间纠纷的步骤和方法,以期帮助巡警及有关力量做好调解、处理民间纠纷这项工作,扎扎实实搞好治安防范。

More and more disputes among the people in public places will greatly endanger social order and public security if they are not well mediated and dealt with. Patrolmen, as the main force to keep social order and public security in public places, play significant roles in mediating and stopping disputes among people. Beginning with the nature, characteristics and law of occurrence and development of the disputes, the article puts much stress on the analysis of steps and methods of mediating and stopping the disputes to help the patrolmen to do the work well and to achieve the purpose of keeping social order.
