受专门警务工作的局限、民众的畏警、远警心理及低下的安防意识、护法意识等因素的影响,直接以警力去整合、调动民力资源,提升社会治安群防群控水平,将是一个艰难、漫长的过程。大力发展保安服务业,积极构建有关机制,挖掘保安的治安作用,利用保安这个“桥梁”,可能会使问题别有一番景象。

It is hard to improve mass prevention and control directly by police force because of the police work limit, public fear of the police and lack of awareness of public order prevention. It will make great difference to take guards as the 'bridge', that is, to develop guard service trade and give full play to guards.
