村民自治体制的确立,是伴随着农村经济体制改革产生和发展的。推行村民自治,是按照建立社会主义市场经济体制的目标,继续推行农村改革的需要,也是新时期党和国家重新组织农民、领导农民的需要。村民自治活动在探索中发展,在前进中完善,其取得的进展是明显的。但由于村民自治制度在我国实施的时间不长,又由于我国民主建设的客观现实,使得实践过程中遇到了相当多的问题,这些问题的解决受到一系列因素的制约。

The system of villagers' self-government appeared with the development of the reform of economy in the country side and it has been developed very well.As it hasn't been carried out for a long time and there are some objective facts,it has met some problems in practice and how to solve these problems will be restricted by a series of factors.
