摘要
热作为一种商品供应给住宅用户,其质量指标是采暖室内温度,因此,热费的缴纳不应仅仅依据耗热量来衡量,应充分考虑采暖室内温度,只有这样才能使享受到同样室温的不同用户的缴费面积指标大体相同,消除由于用户建筑体型系数不同、所处位置不同所造成的不公平。本文提出的修正系数法可以在很大程度上消除由于只按热量表收费所造成的不公平现象;而温度—时间累计法应作为课题加以研究和推广,彻底消除采暖收费中的不公平现象。
Heat is provided to the residential users as a commodity, and its quality standard is the indoor temperature for heating. Therefore, the heating charge should not be only measured by heat consumption, and indoor temperature for heating also should be considered sufficiently. As a result, the users who enjoy the same indoor temperature have a similar standard of charge area, and the unfair phenomena are removed, which caused by the differences of structural figure coefficient and location. In this paper, a correction coefficient method is described, which eliminates the unfair phenomena caused by heating charge on the basis of the calorimeter in a large degree. Temperature-time summation should be researched and generalized as a project, and then the unfair phenomena of heating charge will be eliminated completely.
