党的十六届四中全会提出了加强党的执政能力建设的总体目标,把构建社会主义和谐社会的能力作为当前和今后一个时期、加强党的执政能力建设的主要任务。社会主义和谐社会是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会。把充满活力作为构建和谐社会一个不可缺少的重要内容,体现了我们党对建设理想社会的深刻认识与洞察,既是对我国历史经验与教训的总结,也是顺应时代发展潮流的需要。

Fourth Plenary Session of the Sixteenth Central Committee has put forward global objective to strengthen CPC's ability of power construction,whose utmost task is to build a socialist harmonious society at present and later.Socialist harmonious society is characterized by democracy and law,fairness and justice,honesty and friendship,energy and vitality,order and stability,harmonious co-existence between man and nature.Vigor being and indispensable and important item for building socialist harmonious society embodies CPC's deep thought and insight into establishing an ideal society,which is the summary of our historical experiences and lessons,also the need to meet development demand.
