摘要
高等学校人事管理制度存在着工资待遇平均主义严重、让优秀的科研人员从事管理工作、给学校行政人员评聘专业职称、教师向上的动力锐减等问题。这些问题的存在与高等学校人事制度改革的根本要求不相适应,因为高校工作的基本特征是知识性、专业化和人本化。双梯阶机制是专门用来为专家和创造性人才提供个人发展和激励机制的战略方案,通过激发激励机制,增强学校办学活力,促进创新与发展。
Personnel system in college exists serious equalitarianism in salary,let excellent scientific research personnel be busy with administrative work,administrative staff have the title of a technical or professional post,and teachers' enthusiasm decreases rapidly.All the questions are not appropriate to the reform of personnel system,because of the basic features of college work with knowledge,specialization and humanity.Two steps system is a strategic plan that provides individual development and inspiration mechanism to experts and talents.It can promote vitality of running school and innovation and development.
