上海未成年人社会帮教工作的历史和发展

作为少年司法制度的向前延伸、向外延伸和向后延伸,上海未成年人社会帮教工作在预防未成年人犯罪工作中历来具有很重要的作用;随着少年司法制度探索的深入,未成年人社会帮教工作本身也有很多创新和发展,主要体现为“向外延伸”方面的缓处考察、诉前考察和社会服务令;但由于各方面的原因,其本身也存在着许多有待改进之处,如帮教组织的老化、不固定,重教轻帮和相应立法的缺乏等。
