摘要
作为强化国家治理效能的一项治本决策,公开选拔党政领导干部考试制度的创建与推行,实现了历史性的超越,并有其独具的时代价值。但相对国际形势、国内改革和建设新变化、新发展对领导干部考选提出的新需求而言,现行公选考试的科学化、规范化、制度化建设,仍滞后于时代发展的进程。把牢政治方向,正确处理三种关系;建立健全三项制度;完善优化组织和规则体系;加强三种理论的应用和实证研究;加速四库建设,更新技术手段等,是公选考试制度进一步健全完善的必需。
As a fundamental and overall solution for strengthening the nation' s governing capabilities and effectiveness, the testing system of public selection for high-ranking officials in China has created a historic surpass over all the similar testing systems in the history in the rationales, standards, content, operation models and value orientation in selecting of high-ranking officials, and also presents its unique values of the times. The values are promoting the political democracy and innovate a new selection mechanism for high-ranking officials in China, actuating the formation of all talents being selected, optimizing the structure and quality of high-ranking officials, as well as enhancing the nation' s governing capabilities and effectiveness. However, compared with the latest re- quirements from the latest the international and domestic changes and developments, the present testing system cannot catch up with the developing process of the times in the scienticalization, normalization, and institutionalization. Hence, it is absolutely necessary to insist the political orientation, correctly manage three kinds of relationship, establish and polish three systems, optimize the structural and institutional rules, reinforce the practical researches of three theories, accelerate the construction of four banks, and update the present technical manners for the improvement and enhancement of the present testing system of public selection for high-ranking officials.
