预付费/后付费业务融合计费的实现方案探讨

在当前的电信计费系统中,预付费系统对实时性要求很高,后付费系统要求支持复杂的营销策略。预付费和后付费业务的融合,也就是使实时性和复杂业务处理能力的结合。采用反算控制、信令级控制和通信后控制等3个方案来探讨融合的可行性。3种方案都将计费和认证分离,统一预付费和后付费计费,满足了原来预付费对复杂业务的支持能力,提升了原来后付费的实时性和信用控制能力。通过对3种方案的比较,运营商可根据情况进行选择。预付费和后付费的融合是可行的,但是对于通信协议和接口标准的统一,需要电信运营商、通信设备制造商和业务支撑应用开发商共同协作。

There exist prepayment & postpayment policies in current telecom billing system. High real-time performance is required in prepayment system. Supporting complex business is required in postpayment system. The goal of my paper is to find some ways to realize the integration of prepayment and postpayment operations to realize the integration of real-time performance and the capability in handling complex business. This paper will (validate) the feasibility of integration by three schemes: control of reverse computing, control during (communication) and control after billing. All the three schemes separate authentication from (calculating) (process) and unify the billing flow of prepayment and postpayment systems. Through such alteration, the (prepayment) system will possess the ability of supporting complex business and the postpayment system will be improved in control of real-time performance and credit. Finally, we can find the strong points and the (shortcomings) clearly. Telecom corporations can choose a proper scheme. During the comparison, we can get a conclusion that the integration is feasible. As for the unification of communication protocols and interface criteria, collaboration is needed among the telecom corporations, communication equipment manufacturer and business-supporting corporations.
