摘要
天保工程对于西南地区生态效益方面发挥了重要作用,其价值计量研究一直是学术界研究的热点。本文针对西南地区天然林严重退化的问题,利用价值计量的方法,在实用性与系统性的原则指导下,建立了西南地区天然林保护工程生态效益评价指标体系,其中2级指标8个,3级指标14个,并对西南地区天保工程进行生态效益评价。结果表明:西南地区实施天然林保护工程10年来取得了可观的生态效益,2008年与1998年相比,净增生态效益945451.6亿元,本文的评价指标体系和研究结果为我国特别是西南地区天然林保护工程生态效益评价作实证指导。
Natural Forest Protection Project exerts great influence in eco-efficiency,whose eco-benefit evaluation research has been a hot subject for many scholars.Aiming at the problem of serious degraded natural forest in Southwest China,this paper,under the principle of practicality and systematicness,has set up an eco-benefit evaluation index system of NFPP in Southwest China.Among them there are eight sub-indexes and fourteen third-level indexes,by which the eco-efficiency of the NFPP in Southwest China is evaluated.It is indicated that remarkable results have been reached through the implementation of NFPP in Southwest China in the past decade.Compared with that of 1998,the eco-efficiency of 2008 has gained a net increase of 94545.16 billion yuan.The eco-benefit evaluation index system will be a guide for the eco-efficiency of NFPP in China,the Southwest China in particular.
