校企订单人才培养与助学贷款制度创新

On Innovation of College-enterprise Cooperation in Order-based Talent Cultivation and State-subsidized Student Loan System

针对助学贷款实施中出现的还贷违约率高等问题,应双管齐下予以解决。一是鼓励更多社会组织参与助学贷款项目,分散贷款风险;二是设法保障贷款学生的就业机会和就业质量。尝试将校企订单人才培养和助学贷款制度有机结合起来,建立"校企订单人才培养助学贷款制度",即由人才订单企业通过提供担保、利息补贴、代偿贷款等方式,对经济困难的大学生进行贷款援助,实现多方共赢。

Two-pronged strategy should be adopted to handle the high rate of the loans default in the process of implementing state-subsidized student loan system.More organizations should be encouraged to participate in state-subsidized student loan projects so as to decentralize loan risk.On one hand,measures should be taken to make employment opportunities and employment quality accessible to students who borrow loans.On the other hand,attempts can be made to organically combine order-based talent cultivation with state-subsidized student loan system and develop state-subsidized student loan system for order-based talent cultivation.Namely,enterprises with order-based talent cultivation agreement provide guarantee,interest subsidies and compensatory loans for the students from poor families,realizing multi-win-win situations
