山东省大气污染经济损失估算

Estimation of Economic Losses Caused by Air Pollution in Shandong

使用市场价值法、人力资本法等计算了山东省2 0 0 0—2 0 0 2年大气污染对人体健康、农业造成的损失及增加的清洗费用。结果表明,在3年间山东省的大气污染损失每年均在15 0亿元以上,占当年GDP的1.85 %～1.92 % ,而每年的环保投资仅为大气污染损失的4 8.2 0 %～5 5 .2 4 %。因此,经济的增长是以牺牲环境为代价的,实际的GDP要扣除这部分损失;另外政府和企业要加大环保投资。

The economic losses caused by air pollution in Shandong from 2000 to 2002 are estimated by using market value method, human capital method etc. The losses include the damage to human health and agriculture, the cleanout expenses. The results indicate that the economic losses caused by air pollution in Shandong are more than 15 billion yuan/year during the past three years. These losses take 1.85%～1.92% of GDP, while environmental protection investments take 48.20%～55.24% of the losses. Therefore, the economic development of Shangdong is in cost of air pollution and the losses should be deducted from GDP; in addition, the government and enterprises should increase environmental protection investments and make the economic development in harmony with environment.
